Nigeria Emerges Among Global Leaders in Responsible AI Governance

Nigeria has secured a major milestone in artificial intelligence governance, emerging as Africa’s highest-ranked country in the 2026 Global Index on Responsible AI (GIRAI) and placing 38th globally. The achievement highlights the country’s growing influence in shaping the responsible development and deployment of artificial intelligence across the continent.

The Global Index on Responsible AI evaluates countries based on their ability to foster AI innovation while ensuring ethical standards, transparency, accountability, inclusion, and public trust. The assessment covers 138 countries and measures performance across key pillars, including ethics and sustainability, labour and skills, trust and safety, inclusion and diversity, and AI in public service.

Reacting to the ranking, Nigeria’s Minister of Communications, Innovation and Digital Economy, Bosun Tijani, described the recognition as evidence that the country’s AI strategy is delivering results. He noted that Nigeria is building an AI ecosystem that balances technological advancement with strong governance, ensuring innovation develops alongside responsible regulation.

The report also identified Nigeria as one of the world’s AI governance “Bright Spots,” recognising the country’s efforts to expand AI literacy while strengthening safeguards that protect citizens—particularly children and other vulnerable groups from potential risks associated with artificial intelligence.

Nigeria’s progress has been driven by a series of government-led initiatives aimed at strengthening digital infrastructure, developing AI talent, and establishing policy frameworks that encourage innovation while addressing ethical and societal concerns. These efforts have positioned the country as a leading voice in Africa’s rapidly evolving AI landscape.

The recognition comes at a time when global discussions around AI governance are intensifying, with governments and international organisations calling for stronger regulatory frameworks to ensure artificial intelligence remains safe, transparent, and beneficial to society. Nigeria’s improved standing signals that the country is increasingly aligning with international best practices while positioning itself as a key player in Africa’s digital transformation.

As AI adoption accelerates across industries, Nigeria’s performance in the Global Responsible AI Index could strengthen investor confidence, attract technology partnerships, and reinforce the country’s ambition to become a regional hub for AI innovation and digital policy.
