Morocco Strengthens Regional Push for Digital Governance and Public Sector Innovation

Morocco is deepening its role as a regional leader in digital transformation and governance reform following the African Open Government Seats Forum held in Rabat from May 5–7, 2026. The forum brought together policymakers, parliamentarians, public institutions, and international partners to discuss transparency, citizen participation, and the modernization of public administration across Africa.

Speaking during the opening session, Morocco’s Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni, described open government as a strategic instrument for improving transparency, strengthening trust in institutions, and modernizing public services.

The initiative aligns with Morocco’s broader ambition to position itself as a continental digital hub through its “Morocco Digital 2030” strategy, which focuses on digital infrastructure, e-government services, artificial intelligence, and regional digital cooperation.

Recent agreements signed by Morocco with African and international partners further highlight this direction. Earlier this month, Morocco and Ghana expanded cooperation on digital governance, artificial intelligence, data governance, and public administration modernization. () The country also launched a new Digital Dialogue with the European Union aimed at strengthening collaboration on AI, secure digital infrastructure, and interoperable public digital systems.

Morocco’s growing influence in Africa’s digital governance landscape comes amid increasing continental efforts to leverage technology, innovation, and data-driven systems to improve public service delivery and economic development.
